Hello there Jo,
for what it's worth, I believe that our stringent rules on domain name registration 
are a real positive for protecting the rights of business owners in Australia. Allowing 
sales of domain names will do nothing more than create an epidemic of black market 
domain names - for which there is an abundance within the .com arena - this has led to 
a proliferation of spammy affiliate sites that waste everyone's time and stop legitimate 
business utilising the power of a potentially useful domain.

As far as opening up .au domains - I say go for it!
